The Union for the Mediterranean supports, in particular, the creation of maritime and land highways, the de-pollution of the Mediterranean, the Mediterranean solar energy plan, the Mediterranean Business Development Initiative, civil protection initiatives and the Euro-Mediterranean university.

The Union for the Mediterranean aims to relaunch the Euro-Mediterranean integration process by supporting mutual economic, social and environmental development on both sides of the Mediterranean and supports improved socioeconomic development, solidarity, regional integration, sustainable development and knowledge building, underlining the need to increase financial cooperation to support regional and trans-national projects.

As Chair of the Israel Delegation, I very much endorse such peace efforts, but I think that they will only be effective once two conditions have been met, and those are: a) that the proposed two-state solution clearly be taken to mean the coexistence of a Jewish, that is Israeli, state and a Palestinian one, and b) that Member States of the EU and those of the Union for the Mediterranean promote a climate of mutual trust between the conflicting parties in the Middle East. Here, the common fight against the endemic evil of anti-Semitism, whichever form it takes (including the form of anti-Zionism), occupies centre-stage.

It is crucial for the European Parliament to monitor developments in relation to the latest regional initiative, the Union for the Mediterranean (UfM), as closely as possible. Accordingly, this report, which follows on from the previous report adopted in February 2009, sets out to continue the process of political reflection in the light of the EU’s new institutional environment and the uncertainties still hanging over the UfM in terms of both operational aspects and funding.

In the South, the Euro Mediterranean Partnership , which started in 1995, helped to lay the ground for a free trade zone which will be completed in a few years’ time. Cooperation was established in a wide range of areas such as civil protection, culture, youth exchanges, and gender issues. Its successor, the Union for the Mediterranean (UfM) was launched in July 2008 to give a new impetus in three important ways: a) by upgrading the political level of the EU's relationship with its Mediterranean partners; b) by providing for further co-ownership through a system of co-presidency (one from the EU and one from the Mediterranean partner side), a dedicated Secretariat and a Joint Permanent Committee and c) by making these relations more concrete and visible through large-scale regional and sub-regional projects relevant for the citizens of the region.
In het zuiden heeft het Euro-mediterraan partnerschap, dat in 1995 van start is gegaan, bijgedragen tot het leggen van de grondslagen voor een vrijhandelszone die over enkele jaren voltooid zal zijn. De opvolger van dat partnerschap, de Unie voor het Middellandse Zeegebied (UfM) is in juli 2008 van start gegaan met als doel de werkzaamheden een nieuw elan te geven door a) het politieke niveau van de betrekkingen van de EU met haar mediterrane partners op te trekken; b) de gezamenlijke verantwoordelijkheid verder te versterken via een systeem van covoorzitterschap (één voorzitter van de EU en één van de mediterrane partners), een eigen secretariaat en een gemengd permanent comité en c) de betrekkingen concreter en beter zichtbaar te maken aan de hand van grootschalige regionale en subregionale projecten die relevant zijn voor de burgers van de regio.

It is important to note in this debate the valuable contribution made to the initiation of the proposed project by the French Government, and it is also important to reiterate that the formation of the Union for the Mediterranean is not offered as an alternative to Turkey’s planned accession to the EU. We should make sure that the Turkish people know and understand that there is no such hidden aim or trickery.
In dit debat moet zeker worden gewezen op de waardevolle bijdrage van de Franse regering, die de aanzet heeft gegeven tot het voorgestelde project. Het is ook belangrijk nog eens te vermelden dat de oprichting van de Unie voor het Middellandse-Zeegebied niet mag worden gezien als een alternatief voor de geplande toetreding van Turkije tot de EU. I am pleased that the rapporteur supports the decision to reinforce the democratic legitimacy of the Union for the Mediterranean by enhancing the role of the Euro-Mediterranean Parliamentary Assembly. This is because I firmly believe that establishing a serious, lasting partnership ought to go beyond the scope of mere economic cooperation and financial support – although these are undoubtedly important – and should enable the objectives of peace and institutional stability, as well as prosperity and economic growth, to be achieved.
Ik ben blij dat de rapporteur het eens is met het besluit om de democratische legitimiteit van de Unie voor het Middellandse Zeegebied te versterken door de Euro-mediterrane Parlementaire Vergadering een grotere rol te laten spelen, want ik ben er sterk van overtuigd dat de oprichting van een serieus en duurzaam partnerschap verder moet gaan dan alleen economische samenwerking en financiële steun, hoewel die op zich belangrijk zijn, teneinde de doelstellingen op het gebied van vrede en institutionele stabiliteit, welvaart en economische ontwikkeling te kunnen verwezenlijken.
