The Barcelona Declaration provides for periodic meetings of the Ministers for Foreign Affairs of the Mediterranean partners and the EU. These Euro-Mediterranean Conferences are prepared by the Euro-Mediterranean Committee for the Barcelona process, which is also responsible for monitoring the process and the cooperation priorities.
De Verklaring van Barcelona voorziet in periodieke bijeenkomsten van de ministers van Buitenlandse Zaken van de mediterrane partners en de EU. The Barcelona Process: Union for the Mediterranean is the implementation framework for regional and transnational cooperation and for the development of regional cohesion, economic integration and infrastructural interconnections.

However, we do not want the Union to suffer the same problem as the Barcelona Process. It apparently encompasses many projects and many areas of action, but the priorities are not correctly ranked.

Observes that some of the countries participating in the Barcelona Process: Union for the Mediterranean were not part of the Euro-Mediterranean partnership; calls on the Council, the Commission and all the States participating in the Barcelona Process: Union for the Mediterranean to establish, in this connection, a cohesive framework of relations geared to economic and regional integration between the EU and all the countries of the Mediterranean basin; calls on the Council and the Commission to ensure that all member countries of the Union for the Mediterranean are able to access the regional programmes already provided for under the Euro-Mediterranean partnership;

Notes that the meeting of the Ministers of Foreign Affairs, held in Marseilles on 3-4 November 2008, proposed that the "Barcelona Process: Union for the Mediterranean" be named henceforth the "Union for the Mediterranean"; takes the view that this name would help highlight the joint nature of the partnership with a view to the implementation of economic regional integration projects; considers it necessary, however, for the strategic value of Euro-Mediterranean relations and the Barcelona Process acquis , including the involvement of civil society, to be reaffirmed, taking as a starting-point the policies which the EU is already developing with its Mediterranean partners in the shape of regional and sub-regional programmes and common guidelines for bilateral cooperation;
3. constateert dat tijdens de bijeenkomst van de ministers van Buitenlandse Zaken op 3 en 4 november 2008 in Marseille is voorgesteld om het "Proces van Barcelona: Unie voor het Middellandse-Zeegebied" om te dopen tot "Unie voor het Middellandse-Zeegebied"; is van oordeel dat deze benaming het mogelijk maakt het paritaire karakter van het partnerschap beter tot uiting te laten komen ten einde projecten inzake economische en territoriale integratie te verwezenlijken; acht het echter noodzakelijk dat de strategische waarde van de Euromediterrane betrekkingen en het acquis van het Proces van Barcelona, met name de participatie van het maatschappelijk middenveld, andermaal worden bekrachtigd op basis van de beleidsterreinen die de EU reeds met haar mediterrane partners ontwikkelt in de vorm van regionale en subregionale programma's en gemeenschappelijke richtsnoeren voor bilaterale samenwerking;

15. Welcomes the Commission's proposal regarding the role of the EMPA, which should become an integral part of the institutional framework of the Barcelona Process: Union for the Mediterranean as its parliamentary dimension; underlines the fact that enhancement of democratic legitimacy is necessary, as is strengthening of the role of the EMPA, the only parliamentary assembly uniting the 27 EU Member States and all the parties involved in the Middle East peace process; considers that the EMPA, as a consultative body, should have the right to make proposals and assessments; supports participation in the EMPA by the parliamentary representatives of countries which are not part of the Barcelona Process;
15. spreekt zijn waardering uit voor het Commissievoorstel over de rol van de EMPA die integraal deel moet gaan uitmaken van het institutioneel kader van het Proces van Barcelona: Unie voor het Middellandse-Zeegebied en daarvan de parlementaire dimensie moet vormen; onderstreept de noodzaak van versterking van de democratische legitimiteit en van de rol van de EMPA, de enige parlementaire vergadering waarin de 27 EU-lidstaten verenigd zijn met alle partijen die betrokken zijn bij het vredesproces voor het Midden-Oosten; is van mening dat de EMPA als overlegorgaan het recht moet hebben voorstellen te doen en evaluaties uit te voeren; spreekt zijn steun uit voor deelname aan de EMPA van parlementaire vertegenwoordigers van landen die niet deelnemen aan het Proces van Barcelona;

C. whereas the analysis of the achievements and shortcomings of the Barcelona Process should be duly taken into consideration so that Euro-Mediterranean relations can be revisited in an efficient way and new impetus given to the Barcelona Process; whereas, in this regard, it is important to address the difficulties encountered in developing cooperation and deepening the Euro-Mediterranean Partnership, such as the persistence of conflict in the Middle East, serious political tensions in the region, for example in Western Sahara, the lack of substantial progress made in the area of democracy and human rights and the lack of public awareness of the process,
C. overwegende dat de analyse van de resultaten en tekortkomingen van het Proces van Barcelona in overweging moet worden genomen bij een doelmatige herijking van de Euromediterrane betrekkingen, zodat nieuwe impulsen kunnen worden gegeven aan het Proces van Barcelona; overwegende in dit verband het belang van het zoeken naar oplossingen voor de problemen die zijn opgetreden bij het ontwikkelen van de samenwerking en de intensivering van het Euromediterrane Partnerschap, zoals het feit dat het conflict in het Midden-Oosten nog steeds niet is opgelost en de ernstige politieke spanningen die er in de regio bestaan, bijvoorbeeld in West-Sahara de gebrekkige voortgang op weg naar democratie en mensenrechten en het feit dat het publiek te weinig bekend is met dit proces,
