According to Mr. Bangemann, the Commission has a major initiating and mediating function for industrial co-operation and trans-European networks : "In the perspective of the progressive integration of our Easterns neighbours into the Community, telecommunications infrastructure will determine the conditions under which trade, industry and Governement will communicate with one another in the future". The Commission has already launched major telecommunications development programmes for eastern Europe and for the CIS.
