We are in a peculiar situation, which is curious, because in an atmosphere of budgetary forecasts, such as the one we are in at the moment, with conciliation scheduled for next Monday, we are seeing the story of a lack of budgetary foresight, in other words, that regulation, which enters into force on 1 January 2003 and which has not received the attention of any Commission body until the communication of 29 September in which the issue of subsidies for information centres was considered settled.
Nous sommes confrontés à une situation particulière, qui est étrange car, dans un contexte de prévisions budgétaires tel que celui dans lequel nous nous trouvons pour l’instant, avec une conciliation prévue pour lundi prochain, nous assistons à l’histoire d’une imprévision budgétaire, c’est-à-dire à un règlement qui entre en vigueur le 1er janvier 2003 et qui n’a attiré l’attention d’aucun organe de la Commission jusqu’à la communication du 29 septembre, où la question des subventions pour les centres d’information a été considérée comme réglée.
