[28] The development of a research and innovation strategy for smart specialisation is set as an ex ante conditionality for two thematic objectives of the future Cohesion Policy financed by the ERDF: Strengthening research, technological development and innovation (RD target) and Enhancing access to and use and quality of ICT (Broadband target).

Key actions include: optimising the use of available measures under the reformed CAP, notably to prevent intensification or abandonment of high–nature–value farmland, woodland and forest and supporting their restoration; implementing the forthcoming Forest Action Plan including measures to prevent and combat forest fires; optimising the use of available measures under the reformed CFP, notably to restore fish stocks, reduce impacts on non–target species and reduce damages to marine habitats; and advancing implementation of key environmental framework directives and thematic strategies which reduce pressures on biodiversity, notably by improving the quality of freshwater, of the marine environment and of soils, and by reducing diffuse pollutant pressures (e.g. airborne acidifying and eutrophicating substances, nitrates from farm sources, pesticides).
