The European Commission's partner in the Investment Plan, the European Investment Bank, approved yesterday eight more projects for a financing volume of 9.3 billion euro. This takes the total of approved investment projects to 64 and already achieves almost a third of the targeted 315 billion euro investments over three years.

As well as extending the timeline from mid-2018 to the end of 2020, and increasing the investment target from €315 billion to at least €500 billion, the new and improved EFSI has the following features:

(34) In order to reach the initial target of EUR 315 000 000 000 within the shortest possible time, national promotional banks or institutions and investment platforms and funds, with the support of the EU guarantee, should play a prominent role in identifying viable projects, developing and, where appropriate, bundling projects, and attracting potential investors.

The Plan is based on three mutually reinforcing strands. First, the mobilisation of at least EUR 315 billion in additional investment over the next three years, maximising the impact of public resources and unlocking private investment. Second, targeted initiatives to make sure that this extra investment meets the needs of the real economy. And third, measures to provide greater regulatory predictability and to remove barriers to investment, making Europe more attractive and thereby multiplying the impact of the Plan.

Notes the importance of investment, including in broadband networks, in achieving priority goals and objectives in the key area of the digital market; recommends devoting a substantial part of the future EUR 315 billion investment plan to targeted and strategic investments in the digital sector; points out further that the interlinking of elements such as high levels of network penetration and high levels of ICT skills in the population and businesses is a key factor in achieving a genuine Digital Single Market; appeals to the EU and the Member States to make digital network infrastructure and digital training for their businesses and citizens a priority for investment;
