(3) At the Singapore ministerial conference in December 1996 the World Trade Organisation (WTO) member countries pledged to carry out an action plan to improve access to their markets for products originating in the least developed countries.

The CTE was initially set up just until the Singapore Ministerial Conference, which took place in December 1996. While Singapore did confirm the CTE's continuation on an unlimited basis, it made little progress on the substance of the varied and very complex issues that the CTE had set out to resolve.

As mentioned above, the first review of the CTE's work took place at the Singapore Ministerial Conference in December 1996.

The Group's Report to the Council on Trade in Services (S/GBT/2), which formed part of the Report to the Singapore Ministerial Conference, recommended that Ministers 'stress their commitment to bring the negotiations on basic telecommunications to a successful conclusion by 15 February 1997, urge all WTO Members to strive for significant, balanced and non-discriminatory liberalization commitments on basic telecommunications by that date and recognize the importance of resolving the principal issues before the GBT`.

4. Recognizes that the Singapore Ministerial Conference in December is only a staging post in this process; nonetheless reaffirms its view that public confidence in the WTO will be seriously undermined if no decisions leading to a system of rules which will ensure the conduct of responsible free trade are taken at Singapore;
4. réaffirme, tout en reconnaissant que la conférence ministérielle de Singapour prévue en décembre n'est qu'une étape de ce processus, que la confiance de l'opinion publique dans l'OMC sera gravement atteinte s'il n'est pris à Singapour aucune décision concrète conduisant à un système de règles garantissant l'exercice d'un libre-échange responsable;

Recognises in this regard that although the Singapore Ministerial Conference in December is only a staging post in this process, nonetheless reconfirms its view that public confidence in the WTO will be seriously undermined if no concrete decisions are taken at Singapore at all, leading to a system of rules which will ensure the conduct of responsible free trade;

TAKING INTO ACCOUNT their commitment to conduct trade in accordance with the Agreement establishing the World Trade Organisation (WTO), including the Conclusions of the WTO Singapore Ministerial Conference of December 1996,
