Mr. Speaker, this bill continues our plans for supporting growth and long-term prosperity by strengthening Canada's intellectual property regime to promote job creation and to improve conditions for business investment and access to international markets while reducing costs and red tape by making the tax system simpler and fairer for farming and fishing businesses, and by extending the existing tax credit for interest paid on government-sponsored student loans to interest paid on Canada apprentice loans.

A number of areas have been agreed by Committee or by the Government in its response as warranting further consideration. These include a simpler and fairer broadcasting regime; a general review of the Special Voting Rules; a more precise recommendation for an expanded authority for the Chief Electoral Officer to create mobile polls; the distribution of the annual and final lists of electors to all registered and eligible partiers; the development of a simpler administrative process for securing time extensions for the filing of financial returns, and the right to strike by employees of Elections Canada.

An expert panel would be indispensable to improving Canada's taxation and regulatory regime, to developing and advancing Canada's tax advantage in global world markets, to ensuring that national prosperity and economic growth are the end result, and to reshaping our system so that it is fairer, simpler, more efficient, and competitive.
