The observation questioned by Senators Andreychuk and Lynch-Staunton and reported to this chamber at report stage is an admission — and I agree with Senator Lynch-Staunton, Senator Andreychuk and others who have questioned Senator Austin on this point — that of what I speak today is correct and should be dealt with before ratification and Royal Assent.
