The Hon. the Speaker: Honourable senators, I wish to draw your attention to the presence in the gallery of the Right Reverend Andrew Atagotaaluk, Anglican Bishop of the Arctic; the Reverend Ron McLean, Pastor of Holy Trinity Anglican Church, Yellowknife; and Debra Gill, Executive Officer, Anglican Diocese of the Arctic.

Calls upon the Church of England to review the way in which decisions were taken which led to the termination of the office of Team Rector in the Parish of Hanley for Reverend Owen, and to reconsider their conclusions in the light of the arguments made in this resolution, notably regarding the rights accorded to Reverend Owen;

Recognises that Reverend Owen's situation is unacceptable in terms of the spirit of Article 136 of the Treaty of Rome on improved living and working conditions, of Article 47 of the Charter of Fundamental Rights of the European Union on the right to a fair and public hearing by an independent and impartial tribunal and appears contrary to Article 6 of the European Convention on Human Rights;
2. reconnaît que la situation du Révérend Raymond Owen est inacceptable au regard de l'esprit de l'article 136 du traité de Rome sur l'amélioration des conditions de vie et de travail, de l'article 47 de la Charte des droits fondamentaux de l'Union européenne sur le droit d'être entendu de manière équitable et publique par un tribunal indépendant et impartial et semble contraire à l'article 6 de la Convention européenne des droits de l'homme;

4. Whereas there are clear breaches of natural justice and basic human rights in the procedures which were used to justify his removal from office and the attempted eviction of the Reverend Owen from his home;
