Urges the Commission to use its right of initiative to its full extent in order to give the Union clear political leadership, to insist that the heads of government stand behind the decisions they take in the European Council, and in particular to deliver the completion of the single market together with the strategic roadmap for fiscal union, economic union, political union and external action; invites the Commission to pursue a bold reform agenda in respect of the monetary union architecture, and recalls that it has the right under Article 48 of the Treaty on European Union (TEU) to make proposals for the amendment of the Treaties;
