In order to ensure coherence between rural development measures proposed for co-financing in the framework of the rural development programmes put in place by Member States and rural development measures financed through State aids, every notification concerning aids for investments (Chapters IV A and B), environmental and animal welfare aid (Chapter IV C), aid to compensate for handicaps in certain areas (Chapter IV D), aid for meeting standards (Chapter IV E) and aid for the setting up of young farmers (Chapter IV F) must be accompanied by documentation demonstrating how the State aid measure fits into and is coherent with the relevant Rural Development programmes.

23. Stresses that access to finance, particularly for SMEs, is one of the biggest obstacles to growth in the EU; believes that more alternatives to bank financing are needed by improving the efficient allocation of capital through capital markets, stimulating long-term investment and making full use of the EU’s new innovative financial instruments designed to support access to capital markets for SMEs; believes that the completion of the Banking Union should enhance access to finance and create a level playing field for SMEs to gain access to finance; underlines the need to further limit the administrative burden for SMEs and to continuously take account of the principle of proportionality in the development of regulatory regimes; believes that the European Investment Bank (EIB) can play an even more active role in providing access to finance for the real economy; considers that the proposals on EIB financing made at the most recent Councils, in particular those relating to financing for SMEs, can and should be more ambitious;

Recalls its disappointment as regards the Commission proposal to finance the extra envelope required for the financing of the ITER project partly by a redeployment from the Seventh Framework Programme in 2012 and 2013; Recalls its support to the ITER project but is of the opinion that the financing of this project should not be at the expense of existing programmes; For these reasons, objects to the proposed financial redeployment and calls on the Commission to present shortly a revised proposal for the financing of ITER, taking this concern into consideration;
8. rappelle qu'il a été déçu par la proposition de la Commission de financer en partie l'enveloppe supplémentaire nécessaire pour le financement du projet ITER par la réaffectation de ressources du septième programme-cadre en 2012 et 2013; réitère son soutien au projet ITER, mais est d'avis que le financement de ce projet ne doit pas se faire au détriment de programmes existants; s'oppose, pour toutes ces raisons, à la proposition de réaffectation financière et demande à la Commission de présenter prochainement une proposition révisée pour le financement d'ITER, en tenant compte de ces réserves;

Is convinced that the financing of the Euratom-Joint Undertaking for ITER should be reconsidered in the light of the Commission proposal on the financing of ITER for the years 2012 and 2013; is not ready to accept redeployment within the existing 7th framework programme for research to finance increasing financial needs that are no longer in line with the original proposal; considers therefore that, in the light of the implementation delays, and in order to launch negotiations with the Council on the future financing of ITER, a reduction by EUR 47 million in commitment and payment appropriations on line 08 20 02 is the most suitable budgetary option;
24. est convaincu que le financement de l'entreprise commune Euratom pour le projet ITER devrait être revu à la lumière de la proposition de la Commission relative au financement d'ITER pour les exercices 2012 et 2013; n'est pas prêt à accepter un redéploiement, au sein de l'actuel 7 programme-cadre de recherche, pour financer un accroissement des besoins financiers qui ne correspondent plus à la proposition initiale; est donc d'avis qu'au vu des retards de mise en œuvre et afin de lancer des négociations avec le Conseil sur le futur financement d'ITER, l'option budgétaire la plus adaptée consiste à réduire de 47 000 000 EUR les crédits d'engagement et de paiement de la ligne 08 20 02;
