What we have here is a filibuster on the part of the government which is attempting to delay the debate and to bring on the debate on its own bill and its own initiative.

It is a somewhat unprecedented exercise in style that the European Parliament is carrying out on this report since, I would remind you, the issue of urban mobility was first raised by the transport commissioner, Jacques Barrot, over two years ago now, and it resulted in a Green Paper by the European Commission, which submitted its conclusions to us in spring 2007. The latter were addressed in a report – an own-initiative report – by our Parliament, drafted by my fellow Member, Mr Rack, who is here in the Chamber.

What your presence here demonstrates is that the Commission is clear in its own mind about how important this issue is in the eyes of the public, and hence, too, in those of the citizens’ representatives here in this House.

The amendment to the motion that we are debating here says that we will take that committee report, which was a good committee report, and we will gut it. We will drop everything in it, send it back to the committee with magic words about non-confidence and we will get the committee to re-report that.

What we have here is yet another example of how the government and this minister are wishing to push aside Parliament, ethical standards and the ethics counsellor in order to further their own political agenda and benefit their own political friends (1440 ) Why is the minister fast tracking this directive and ignoring the parliamentary and Senate committees which he initially asked to review the directives?
