1. During its third plenary meeting chaired by Mr MENDES de VIGO and Mr Gunnard JANSONN, the Convention held the second reading of certain civil and political rights as reformulated by the Praesidium to take account of the discussions held at informal meetings.

3. Secondly, on 26 September the Convention meeting in plenary, chaired in turn by Mr Gunnar JANSSON and Mr Inigo MENDES DE VIGO, held a general debate on the draft Charter thus amended, on which it then unanimously expressed its very broad agreement.
