These systems include: the Union maritime information and exchange system, SafeSeaNet, providing integrated maritime services[8] inter alia for traffic monitoring (situational awareness) and to ensure the implementation of EU legislation, hosted by the European Maritime Safety Agency (EMSA) and managed by the Commission’s Directorate-General for Mobility and Transport (MOVE) together with EU/EEA Member States in the High Level Steering Group[9]; the Common Emergency Communication and Information System (CECIS) facilitating communication during maritime incidents and disasters managed by the Commission’s Directorate-General for Humanitarian Aid and Civil Protection (ECHO); the Vessel Monitoring System managed by Member States, the Data Exchange Highway (DEH) and the Fisheries Language for Universal eXchange (FLUX), managed by the Commission's Directorate-General for Maritime Affairs (MARE), supporting the Common Fisheries Policy; the Maritime Surveillance network (MARSUR) managed by the European Defence Agency (EDA) supporting the Common Foreign and Security Policy; the European Border Surveillance System (EUROSUR) improving the situational awareness and reaction capability of Member States and of the EU Border Agency (FRONTEX) at the external borders as well as the Secure Information Exchange Network Application (SIENA), the information exchange system of EUROPOL, and the Joint Research Centre's Blue Hub platform supporting EU RD in maritime surveillance and situational awareness and experimenting with new data sources previously untapped.

In some sectors, such as rail and road transport, shortages of qualified personnel have appeared; in the maritime sector, a lack of EU candidates has contributed to an increase in foreign labour [19].

Points out that the EU has a vital interest in a secure and open maritime environment that allows the free passage of commerce and the peaceful, legal and sustainable use of the oceans’ riches; stresses the need to develop an EU maritime foreign policy which aims at protecting and preserving critical infrastructure, open sea routes and natural resources and puts an emphasis on the peaceful resolution of conflicts, within the context of international law and in line with the provisions of the UN Convention on the Law of the Sea; looks forward to the adoption of the EU Maritime Security Strategy, in line with the April 2010 Council conclusions, and calls for the development of a specific implementation plan; points out that the integration of maritime surveillance across sectors and borders is already a cross-sectoral tool of the EU Integrated Maritime Policy (IPM); highlights the importance of swiftly implementing the Common Information Sharing Environment project and building a ‘bridge’ between the IPM and the CSDP to improve information sharing between them;

18. Welcomes the decision of 12 December 2011 by the Foreign Affairs Council to establish a regional maritime capacity-building initiative, known as EUCAP Nestor, in order to strengthen the maritime and judicial capabilities and training of coastal police forces and judges, in consultation with and with the consent of the local communities in five countries in the Horn of Africa and the western Indian Ocean; calls on all Member States to staff the new mission without delay with competent civilian and military personnel; calls for close coordination with other initiatives, including the EU’s MARSIC project, under the Critical Maritime Routes Programme sponsored by the Instrument for Stability and the regional Maritime Security Programme (MASE), initiated by the countries of the Eastern and Southern Africa and Indian Ocean region and supported by the EU, and aimed at tackling piracy on land and enhancing judicial capacities to arrest, transfer, detain and prosecute piracy suspects; believes that only by enhancing the coastal security capabilities of the riparian countries, addressing the root causes of piracy on land and encouraging adherence to the BMP4 Best Management Practices for shipping and improved standards for the maritime security industry, will the international community be able to achieve the wider goal of stability and security for the region and therefore reduce the need for naval patrols in the area;

A stable planning framework providing legal certainty and predictability will promote investment in such sectors, which include offshore energy development, shipping and maritime transport, ports development, oil and gas exploitation and aquaculture, boosting Europe’s capacity to attract foreign investment.
Un cadre de planification stable, gage à la fois de sécurité juridique et de prévisibilité, encouragera les investissements dans ces secteurs, parmi lesquels le développement de la production d'énergie en mer, la navigation et le transport maritime, le développement portuaire, l'exploitation du pétrole et du gaz et l'aquaculture, et renforcera la capacité de l'Europe à attirer des capitaux étrangers.

Although we are willing to accept this, as a valuable objective, it must not call into question the Union’s maritime foreign policy, which was defined a long time ago.

The evolution of maritime transport over the last few decades and, in particular, the emergence of "flags of convenience" (registration of vessels in foreign countries), some of which fail to live up to their obligations under the international conventions, is tending to aggravate this phenomenon.
