I should like to start by making a brief comment, Commissioner, in relation to what you said a moment ago. This market test that you propose is already being applied in Belgium, among other countries.

Although I have already started on the problem areas, I would very much like to recall what Commissioner Verheugen said, that we have to show a bit of generosity now that we have reached the final negotiation stage.
