Infrastructure crosses the gamut. Everyone thinks of roads, water and sewer, but it is also infrastructure that people want to see in their towns and communities: the social side, such as museums, libraries, recreation centres where everyone brings their children to play hockey or dance ballet.

The costs incurred as a result of hosting cross-border flows shall be established on the basis of the forward-looking long-run average incremental costs, taking into account losses, investment in new infrastructure, and an appropriate proportion of the cost of existing infrastructure, in so far as such infrastructure is used for the transmission of cross-border flows, in particular taking into account the need to guarantee security of supply.

The Agency may make regulations requiring railway companies to include in agreements relating to the construction or maintenance of a utility or infrastructure crossing prescribed terms and conditions specified or referred to in the regulations or to make such agreements subject to these prescribed terms and conditions”.

Mr. Jim Gouk (Kootenay West-Revelstoke, Ref) moved: Motion No. 19 That Bill C-14, in Clause 101, be amended by adding after line 19, on page 44, the following: ``(5) The Agency may make regulations requiring railway companies to include in agreements relating to the construction or maintenance of a utility or infrastructure crossing prescribed terms and conditions specified or referred to in the regulations or to make such agreements subject to these prescribed terms and conditions'.

Jim Gouk (Kootenay-Ouest-Revelstoke, Réf) propose: Motion no 19 Qu'on modifie le projet de loi C-14, à l'article 101, par adjonction, après la ligne 17, page 44, de ce qui suit: «(5) L'Office peut exiger, par règlement, que les compagnies de chemin de fer incluent dans les contrats et ententes relatifs à la construction ou à l'entretien de franchissements par desserte et de leurs éléments structuraux, les conditions prévues dans les règlements ou assujettissent ces contrats et ententes à ces conditions».
