6. Highlights the fundamental link between a well-functioning infrastructure and a successful tourist region, and thus calls on the competent authorities to draw up plans for optimising local infrastructure, for the benefit of both tourists and local residents; in this light, strongly recommends that coastal Member States take all measures necessary to ensure that new projects improving infrastructure, including oil plants and other facilities, are always built using the latest available technologies, in order to ensure the reduction of energy use and carbon emissions and improve energy efficiency through the use of renewable energy sources;
6. souligne le lien fondamental entre le bon fonctionnement des infrastructures et la prospérité d'une région touristique, et demande dès lors aux autorités compétentes d'établir des plans d'optimisation des infrastructures locales dans l'intérêt tant des touristes que des résidents locaux; à cet égard, recommande vivement aux États membres côtiers de prendre toutes les mesures nécessaires pour s'assurer que les nouveaux projets visant à améliorer les infrastructures, notamment les raffineries de pétrole et les autres installations, soient toujours construits en utilisant les technologies les plus modernes, afin de réduire l'utilisation d'énergie et les émissions de carbone et d'améliorer l'efficacité énergétique en ayant recours à des sources d'énergie renouvelables;

Calls for support to be given from the ESF and the European Regional Development Fund (ERDF) to the priority topics, particularly as regards local infrastructure, the development of infrastructure for information and communication technologies, transport and social infrastructure; points out that in these priority areas, the social inclusion of disadvantaged groups should be promoted and barriers to access for people with disabilities should be removed;
19. demande que les thèmes prioritaires soient soutenus par le Fonds social européen et le Fonds européen de développement régional, en particulier en ce qui concerne les infrastructures locales, le développement des infrastructures relatives aux technologies de l'information et de la communication, les transports et les infrastructures sociales; dans ces domaines prioritaires, il conviendrait d'encourager l'insertion sociale de groupes défavorisés et d'éliminer les barrières à l'accessibilité des personnes handicapées;

Is convinced that local development and employment initiatives are preconditions for lasting development which contribute not only to an improvement of the living environment in urban and rural areas but above all represent the proper framework for the creation of permanent employment opportunities and hence are an important first step in finding a solution for the EU's crisis areas which have degenerated into social exclusion and where local infrastructure has been destroyed. It is, therefore, incomprehensible that only 10% of the entire amount for the period 1994-1999 has been allocated to local development, while on the other hand, a large proportion of the large-scale projects promoted by considerable contributions from the Structural Funds have no more than short-term effects on employment and in some cases actually hamper or prevent the creation of jobs linked to the area; calls therefore on the Member States to introduce greater variety into their employment programmes and to include in them a chapter on local employment; calls on the Commission to support the Member States in such efforts and to insist, as being crucial to the efficient use of appropriations, on the proportion of Structural Fund allocations earmarked for local employment initiatives being raised;
est convaincue du fait que les initiatives locales de développement et d'emploi sont la condition préalable à tout développement durable, en ce sens qu'elles contribuent non seulement à améliorer les conditions de vie tant en milieu urbain qu'en zone rurale, mais forment également un cadre approprié pour la création d'emplois durables et constituent dès lors un point de départ valable en vue de la solution des problèmes des régions en crise de l'UE confrontées à l'exclusion sociale et à la destruction des infrastructures locales; estime donc qu'il est incompréhensible que 10% seulement des crédits disponibles pour la période 1994-1999 soient affectés au développement local, tandis qu'une grande partie des grands projets financés moyennant une mobilisation importante des Fonds structurels ne produisent sur l'emploi que des effets à court terme et entravent parfois, voire anéantissent, les efforts visant au développement de l'emploi local; invite en conséquence les États membres à diversifier leurs programmes en faveur de l'emploi et à y insérer un chapitre consacré à l'emploi local, et la Commission à soutenir les efforts déployés dans ce sens par les États membres et, sur la base d'une utilisation efficace des crédits, à insister pour que la part des Fonds structurels allouée aux initiatives locales d'emploi soit relevée;
