Points out that the Energy Efficiency Directive not only supports energy efficiency but also contains energy-saving elements through the binding energy-saving obligation per year in article 7; stresses the importance of a 2030 energy efficiency target in line with the climate targets agreed at COP 21 in order to achieve our climate goals and reduce our dependency on third countries; notes that buildings account for 40 % of energy use in the EU and that 50 % of this is used for heating and cooling purposes; stresses that improved energy efficiency in buildings is therefore of paramount importance in terms of reducing CO emissions, improving energy security, reducing energy poverty and boosting our economy; urges the Member States to initiate major investments in order to improve energy efficiency drawing on EU funding, since this would not only lead to lower energy bills but would also create large numbers of jobs and help reach the reindustrialisation goals.

Takes into consideration the initial conclusions of the Joint Bureau and Committee on Budgets Working Group on the Parliament budget to pursue structural and organisational reforms that aim to achieve greater efficiencies without endangering legislative excellence and the quality of working conditions; notes, in that regard, that the provision of independent scientific advice and the capacity to exercise scrutiny should be improved to strengthen Parliament's work as an institution vested with legislative and democratic scrutiny powers; welcomes the fact that the Joint Working Group is looking for further potential savings and efficiencies, and expects it to present its first findings in time for the preparation of Parliament's 2014 budget reading according to the two-step procedure agreed in the Conciliation;

Stresses that environmental sustainability depends on an absolute reduction in resource use; stresses the need to use the current economic crisis for a shift towards a fully renewables based, highly efficient economy; stresses that if Europe’s industry is to succeed in minimizing the use of carbon rich materials as a source of energy and reduce drastically the use of natural resources altogether, rapid and massive transformation is needed; calls in this perspective for the adoption of an ambitious resource efficiency improvement target; in this regard welcomes the flagship initiative ‘Resource efficient Europe’ and an ‘industrial policy for the globalisation era’, notes however the absence of policy instruments to deliver the needed change; calls on the Commission to bring forward its analysis of how to achieve the industrial shift towards a fully renewables based, highly efficient economy, revise its work programme and present policy proposals; deeply regrets that the European Council only adopted a position on energy efficiency without any mention of resource efficiency;

Does the Council share my opinion that better concentration of Parliament’s work in the city, for example by means of part-session weeks (which would revert to five days’ duration) and a reduction in the expensive mini-sessions in Brussels, would enable large amounts of money to be saved and improved efficiency and visibility to be achieved?

Achieving these objectives in the short term requires a large-scale research effort to encourage the deployment of technologies already under development and to help promote changes in energy demand patterns and consumption behaviour by improving energy efficiency and integrating renewable energy into the energy system.
