(Return tabled) Question No. 680 Mr. Hoang Mai: With regard to the transshipment of an endangered fin whale from Iceland to Japan through Canada: (a) is the government committed to stand against the illegal trade of endangered wildlife; (b) when were the following departments first notified of this transshipment, (i) Canada Border Services Agency, (ii) Fisheries and Oceans Canada, (iii) Environment Canada, (iv) Foreign Affairs, Trade and Development Canada, (v) Canadian Food Inspection Agency; (c) what actions did the following departments undertake after being notified, (i) Canada Border Services Agency, (ii) Fisheries and Oceans Canada, (iii) Environment Canada, (iv) Foreign Affairs, Trade and Development Canada, (v) Canadian Food Inspection Agency; (d) what steps is the government taking to ensure that this transshipment of endangered species across Canada does not happen again; (e) did Environment Canada’s Wildlife Enforcement Directorate raise any concerns regarding this shipment, (i) if so, what were they, (ii) if not, why not; (f) has the government examined the appropriateness of this shipment in light of the Wild Animal and Plant Protection and Regulation of International and Interprovincial Trade Act; and (g) has the government considered following the example put forward by the United States by banning the transit of meat from endangered fin whales or any endangered species under the Convention on International Trade in Endangered Species of Wild Fauna and Flora?

We continue to take a strong stand against Saddam Hussein and will continue to do so, but any future action will be determined in the interests of Canada and what Canadians should do.

And now Canada, or at least the Prime Minister, has made a decision that we will not be there standing to avoid war by presenting a united front against Saddam Hussein.

We must also point out that the way in which the United Nations operates, whereby actions are only implemented when the Security Council has reached an appropriate decision, would mean that, in order for UN resolutions to be executed and implemented against a regime like that of Saddam Hussein, dictatorships such as China would have to give their consent in each individual case. As a result, it becomes impossible to take action against dictators such as Hussein.
Nous devons aussi constater que la procédure selon laquelle des actions ne peuvent être menées que si le Conseil de sécurité des Nations unies a adopté une décision en ce sens signifierait que, pour exécuter et imposer des résolutions de Nations unies contre un régime comme celui de Saddam Hussein, des dictatures comme la Chine devraient à chaque fois donner leur accord, et ainsi l'incapacité d'agir contre des dictateurs comme Saddam Hussein serait rétablie.
