The recommendations require Member States' action on the implementation of reforms in order to boost investment, pursue structural reforms and ensure responsible fiscal policies; recommendations to the Council to abrogate the Excessive Deficit Procedures (EDP) (under Article 126(12) of the Treaty on the Functioning of the European Union (TFEU)) for Croatia and Portugal as these countries have brought their deficits below the 3% of GDP Treaty reference value; reports on Belgium and Finland under Article 126(3) TFEU, reviewing their compliance with the debt criterion of the Treaty in 2016; a confirmation concerning Italy that the requested additional fiscal measures for 2017 have been delivered and that therefore no further steps are deemed to be necessary for compliance with the debt criterion at this stage; a recommendation to the Council with a view to giving a warning to Romania on the existence of a significant observed deviation from the adjustment path toward the medium-term objective in 2016, as well as a recommendation to the Council with a view to correcting the significant observed deviation from the adjustment path toward the medium-term objective (under Article 121(4) TFEU and Article 10(2) of Regulation (EC) No 1466/97); the conclusion that, based on the assessment of reform policy commitments of Cyprus, Italy and Portugal, there is no need at this stage to step up the macroeconomic imbalance procedure, provided that the countries swiftly and fully implement the reforms set out in their country-specific recommendations.

22. Takes the view that the application of the principle of differentiation to eligibility for funding under the 11th EDF will be beneficial only if the impact is offset by a vulnerability index that supplements the GDP criterion, incorporates a national poverty and inequality index, and takes account of the specific circumstances of Small Island Developing States (SIDS), pursuant to Article 2, last indent, of the Cotonou agreement; notes that ongoing close political dialogue is essential if our ACP partners are to accept the principle;
22. estime que la mise en œuvre concrète du principe de différenciation dans l'accès aux fonds du 11 FED ne peut être positive que si ce principe est pondéré par un indice de vulnérabilité, qui complète le critère du PIB, qui compile un indice national de mesure de la pauvreté et de l'inégalité, et qui prenne en compte la situation particulière des petits États insulaires en développement, conformément à l'article 2, dernier tiret, de l'accord de Cotonou; rappelle que seul le maintien d'un dialogue politique étroit conditionnera l'acceptation de ce principe par nos partenaires ACP;

Considers that other criteria should be used to determine the eligibility of ORs for the allocation of structural funds, given that the per capita GDP criterion does not provide an accurate reflection of their specific situations and is contrary to the spirit on which ‘outermost region status’ is based and to the Treaty itself; calls therefore for the implementation of a specific criterion whereby ORs are classified among the least developed regions regardless of their GDP, this being the most appropriate approach to their specific situation; stresses, moreover, that the co-financing rates in respect of the ORs should be 85 % for all instruments providing aid for those regions; calls for an extension of the period of implementation of these funds in the ORs with a view to more effective implementation;

Notes that the strict application of the GDP criterion in determining regions’ eligibility under the ‘convergence’ objective creates a significant threshold effect to the detriment of regions which are not eligible; calls on the Commission, therefore, to assess the possibility of creating an intermediate objective between ‘convergence’ and ‘regional competitiveness and employment’ with a view to attenuating this threshold effect;
11. constate que l'application stricte du critère du PIB pour déterminer l'éligibilité des régions à l'objectif "convergence" crée un effet de seuil important au détriment des régions non éligibles à cet objectif; invite par conséquent la Commission à évaluer la possibilité de créer un objectif intermédiaire entre "convergence" et "compétitivité régionale et emploi" afin d'atténuer cet effet de seuil;

(c)80 % for the less developed regions of Member States other than those referred to in point (b), and for all regions whose GDP per capita used as an eligibility criterion for the 2007-2013 programming period was less than 75 % of the average of the EU-25 but whose GDP per capita is above 75 % of the GDP average of the EU-27, as well as for regions defined in Article 8(1) of Regulation (EU) 1083/2006 receiving transitional support for the 2007-2013 programming period.

Implementing the existing excessive deficit procedure on the basis of both the deficit criterion and the debt criterion requires a numerical benchmark, which takes into account the business cycle, against which to assess whether the ratio of the government debt to gross domestic product (GDP) is sufficiently diminishing and is approaching the reference value at a satisfactory pace.
La mise en œuvre de la procédure actuelle concernant les déficits excessifs, en se fondant à la fois sur le critère du déficit et sur le critère de la dette, requiert une référence numérique tenant compte du cycle économique par rapport à laquelle apprécier si le ratio de la dette publique au produit intérieur brut (PIB) diminue suffisamment et s’approche à un rythme satisfaisant de la valeur de référence.
