On 8 October 2003 the Commission noted that France had failed to take specific measures in response to the Council recommendation of 3 June 2003, including the recommendation to bring its public deficit below the 3% of GDP mark in 2004, and recommended that the Council take note of this situation, in accordance with Article 104(8) of the EU Treaty.
