Despite all the positive aspects of a democratic system, I do agree that there are fundamental elements that can be improved, and that is the principle of representation by population.
Malgré tous les aspects positifs de notre régime démocratique, je conviens que certains de ses éléments peuvent être améliorés, notamment le principe de la représentation proportionnelle à la population.

When the bill goes to committee, it is our intention to see substantive improvements and changes made to this bill to address what are very fundamental democratic issues.
