It is true and I am pleased to be recognized as a sovereignist because that is what I am. I believe that my colleague misunderstood the essence of my speech, which was a heartfelt appeal from a politician living in rural Quebec.

I think it is a pity that I cannot put my laboriously-crafted four-minute speech on the record, but it is apparent to me that my speech would have been a mere repetition of everything that has been said so far, and which has also been true.

– (EL) Madam President, as the chairman of the group and a number of honourable members have commented on my speech, I should like to clarify that I was speaking solely for my own part and on behalf of the members of my party and, secondly, that I merely pointed out that, whatever ones personal opinion of how Mr Milosevic and his advisers governed their country, we cannot condone this sort of action, especially when the upper and lower houses of parliament in his country refused to pass this sort of law and his country has not ratified the statute of the International Criminal Tribunal for the Former Yugoslavia.
