While the experimental period has been extended twice, adding up to a total of six years of implementation in nine Member States, the Commission's legislative proposal (COM(2003)0397/final) on which the European Parliament has already been consulted and gave its opinion in the report on the proposal for a Council directive amending Directive 77/388/EEC as regards reduced rates of value added tax (COM(2003)0397/final – C5-0359/2003 – 2003/0169(CNS)) by Christa RANDZIO-PLATH, which would extend to all Member States the option of applying reduced rates of VAT, has been blocked in the Council.
