SOUTHERN AFRICA - SOUTH AFRICA The Council, referring to its conclusions of 19 April 1994 on future relations between the European Union and South Africa and having heard a report from the Commission on its recent talks with the new South African Government, - reiterated the European Union's determination to support the transition process underway in South Africa and its readiness to contribute to the reconstruction and economic development of that country; - confirmed the Union's willingness to conclude an agreement swiftly with South Africa on the basis of the package of measures adopted last April, and requested the Commission to press on with its contacts with the new South African Government to that end; - recorded its agreement in principle on the Commission proposal to grant South Africa forthwith some of the advantages available under the Community scheme of generalized preferences as provided for in Council Regulation No 3831/90, and instructed Coreper to examine this proposal with the aim of having it enter into force before the end of July 1994; - also instructed Coreper, as well as the Political Committee to the extent that it was concerned, to give further consideration, in the light of the initial guidelines established by the Council, to the overall longer-term relations between the European Union and South Africa, while also bearing in mind the regional aspect of these relations, and to report back to it; - took stock of arrangements for the Conference to be held in Berlin on 5 and 6 September 1994 of the Ministers for Foreign Affairs of the Union and the SADC countries, which will constitute an important step forward in the strengthening of relations with Southern Africa and in the stabilization of the region.
AFRIQUE AUSTRALE - AFRIQUE DU SUD Le Conseil, rappelant ses conclusions du 19 avril 1994 sur ses relations futures entre l'Union européenne et l'Afrique du Sud, après avoir entendu un rapport de la Commission sur ses récents contacts avec le nouveau gouvernement sud-africain, - rappelle la détermination de l'Union européenne d'apporter son soutien au processus de transition en cours en Afrique du Sud et sa disponibilité à contribuer à la reconstruction et au développement économique de ce pays ; - confirme la disponibilité de l'Union à conclure rapidement un accord avec l'Afrique du Sud sur la base du paquet de mesures arrêté en avril dernier et invite la Commission à poursuivre ses contacts avec le nouveau gouvernement sud-africain à cet effet ; - marque son accord de principe sur la proposition de la Commission visant à l'octroi immédiat à l'Afrique du Sud du bénéfice de certains des avantages du régime communautaire de préférences généralisées, tel que prévu au règlement 3831/90 du Conseil et charge le COREPER de procéder à l'examen de cette proposition, avec pour objectif l'entrée en vigueur de cette mesure avant la fin du mois de juillet 1994 ; - charge également le COREPER, ainsi que le Comité politique en ce qui le concerne de poursuivre, à la lumière des premières orientations dégagées au sein du Conseil, les réflexions sur les relations globales et à plus long terme entre l'Union européenne et l'Afrique du Sud, en gardant à l'esprit la perspective également régionale de ces relations, et de lui faire rapport; - fait le point sur la Conférence qui réunira à Berlin, les 5/6 septembre 1994, les ministres des Affaires étrangères de l'Union et des pays de la SADC et qui constituera un pas important pour le renforcement des relations avec l'Afrique australe et pour la stabilisation de la région.
