VOTING RIGHTS AND ELIGIBILITY FOR EUROPEAN PARLIAMENT ELECTIONS Following the submission by the Commission at the end of June of a provisional draft Directive implementing Article G 8 B(2) of the Maastricht Treaty concerning the detailed arrangements governing the right to vote and to stand as a candidate in elections to the European Parliament in the Member State of residence, the Council held a policy debate on certain essential aspects of this proposal, viz.: - the need to round off this dossier as soon as possible in view of the fact that the next elections to the European Parliament were to be held in June 1994; - the principle of the freedom of electors to choose whether to exercise their voting rights and the right to stand in elections in the Member State in which they resided or the Member State of origin; - the need to counter the risk of fraud.
