I would like to ask the Minister of Justice if his department consulted with the Office of the Privacy Commissioner before he proposed this legislation.
J'aimerais demander au ministre de la Justice si son ministère a consulté le Commissariat à la protection de la vie privée au sujet du projet de loi avant que ce dernier ne soit proposé.

I think this would be a good use of resources and ask the Commissioner to consult with his fellow-Commissioner Mr Verheugen, for an initiative of this sort surely needs to be put centre stage.

I would ask the Commissioner to join with her fellow-Commissioners in giving some thought to whether it might not make sense to establish a category specifically for the agencies, enabling control of them to be improved and made transparent, and also guaranteeing Parliament’s right of co-determination.
Je voudrais dès lors inviter Mme la commissaire et ses collègues à réfléchir et à déterminer s’il ne serait pas judicieux de créer une catégorie spécialement destinée à ces agences, de façon à améliorer le contrôle exercé sur ces dernières et la transparence, tout en préservant le droit de cogestion du Parlement.

I would ask the hon. member how the men and women listening to us should perceive the role of the privacy commissioner (1605) [English] Mr. Scott Brison: Mr. Speaker, I think the fact that the privacy commissioner took those extraordinary steps and used the very strong totalitarian language that he did to describe the situation indicates his frustration with the government, a frustration he shares with many Canadians and many members of parliament who recognize the degree to which the government, through stealthy methods, jettisons any notion of access to information and will do anything it can to further reduce the role of parliament.
