Nieuw na de COP 21 in Parijs (eind 2015) is dat al de partnerlanden van de Belgische ontwikkelingssamenwerking een "Intended Nationally Determined Contributions" (INDC) hebben ingediend.
Depuis le COP 21 de Paris fin 2015, et c'est nouveau, tous les pays partenaires de la coopération gouvernementale belge doivent introduire leur "Intended Nationally Determined Contributions" (INDC).

– gezien de gemeenschappelijke verklaring van de EU en China over klimaatverandering die is gepubliceerd tijdens de 17e EU-China-top in juni 2015 en de voorgenomen nationaal vastgestelde bijdragen (Intended Nationally Determined Contributions, INDC's) die op 30 juni 2015 door China zijn ingediend in het kader van het Raamverdrag van de Verenigde Naties inzake klimaatverandering (UNFCCC),
– vu la déclaration conjoint UE-Chine sur le changement climatique publiée en juin 2015 lors du 17 sommet UE-Chine et les contributions prévues déterminées au niveau national (CPDN) adressées le 30 juin 2015 par la Chine à la convention-cadre des Nations unies sur les changements climatiques (CCNUCC),

1. De Europese Unie en de 28 lidstaten, waaronder België, hebben op 6 maart 2015 officieel hun 'Intended Nationally Determined Contribution' bekend gemaakt bij het Secretariaat van de UNFCCC.

De Europese Raad Milieu besliste over deze bijdrage (ook INDC, Intended Nationally Determined Contribution), op 6 maart 2015, zich hierbij baserend op de conclusies van de Europese Raad van 24 oktober 2014.

11. herinnert eraan dat alle partijen bij het UNFCCC in Warschau hebben ingestemd met Besluit 1/CP.19, waarin alle partijen worden opgeroepen in eigen land voorbereidingen voor hun geplande nationaal bepaalde bijdragen (Intended Nationally Determined Contributions (INDC's)) in gang te zetten of te intensiveren, en deze ruim voor de COP 20 (vóór het eerste kwartaal van 2015 door de partijen die ze reeds beschikbaar hebben) openbaar te maken op een manier die de duidelijkheid, transparantie en het begrip van de INDC's ten goede komt en het mogelijk maakt om ze te kwantificeren; roept de partijen op ervoor te zorgen dat hun INDC's in overeenstemming zijn met het beperkte 2°C-koolstofbudget en dat zo snel mogelijk een mondiale emissiepiek wordt bereikt;
11. rappelle que toutes les parties ont adopté, à Varsovie, la décision 1/CP.19, qui les invite à entamer ou à intensifier les préparatifs des contributions qu'elles sont censées apporter et qui doivent être déterminées au niveau national, ainsi qu'à les communiquer bien avant la COP 20 (au premier trimestre de 2015 pour les parties disposées à le faire) de manière telle que les contributions soient claires, transparentes, suffisamment compréhensibles et quantifiables; invite les parties à s'assurer que les contributions qui doivent être déterminées au niveau national respectent le budget carbone compatible avec l'objectif du maintien de l'élévation des températures en-deçà des 2 °C et que les émissions mondiales cessent d'augmenter dans les plus brefs délais;
