De normale flux werd door RIZIV beschreven en overgemaakt aan de VI-NIC.
Le flux normal a été décrit par l’INAMI et transmis aux OA et au CIN ; une concertation est en cours.

In juni 2011 werd tijdens een overleg afgesproken dat er een onderscheid zou worden gemaakt tussen de ‘generieke behandeling van een dossier’ (normale flux of basisscenario) en de uitzonderingen (‘exceptie’-flux).
