As announced in his State of the Union Address 2016, President Jean-Claude Juncker has today sent a letter to European Parliament President Martin Schulz, seeking the Parliament's views on two important issues: first, a proposal to update the 2010 Framework Agreement on relations between the European Parliament and the European Commission in order to allow Commissioners to be candidates to European Parliament elections without having to take a leave of absence. Second, the Commission's intention to tighten the Code of Conduct for Commissioners extending the "cooling-off" period from currently 18 months to two years for former Commissioners and to three years for the President of the Commission.

In dit verband worden de voorzitter van het Europees Parlement en een door de voorzitter van de Commissie buitenlandse zaken, mensenrechten, gemeenschappelijke veiligheid en defensiebeleid voorgezeten bijzonder comité, bestaande uit vier door de Conferentie van voorzitters aangewezen leden, door het voorzitterschap van de Raad of de secretaris-generaal/hoge vertegenwoordiger ingelicht over de inhoud van de gevoelige gegevens, indien zulks nodig is voor de uitoefening van de bevoegdheden welke het Verdrag betreffende de Europese Unie aan het Europees Parlement toekent op het gebied dat onder het bestaande interinstitutioneel akkoord valt.
3.3. In this framework, the President of the European Parliament and a special committee chaired by the Chairman of the Committee on Foreign Affairs, Human Rights, Common Security and Defence Policy and composed of four members designated by the Conference of Presidents shall be informed by the Presidency of the Council or the Secretary-General/High Representative of the content of the sensitive information where it is required for the exercise of the powers conferred on the European Parliament by the Treaty on European Union in the field covered by the present Interinstitutional Agreement.
