(7) Deze verordening vormt derhalve een aanvulling van het bestaande regelgevingskader van de Unie (Richtlijn 2002/19/EG van het Europees Parlement en de Raad[14], Richtlijn 2002/20/EG van het Europees Parlement en de Raad[15], Richtlijn 2002/21/EG van het Europees Parlement en de Raad[16], Richtlijn 2002/22/EG van het Europees Parlement en de Raad[17], Richtlijn 2002/58/EG van het Europees Parlement en de Raad[18], Richtlijn 2002/77/EG van de Commissie[19], evenals Verordening (EG) nr. 1211/2009 van het Europees Parlement en de Raad[20], Verordening (EU) nr. 531/2012 van het Europees Parlement en de Raad[21] en Besluit nr. 243/2012/EU van het Europees Parlement[22]) en van de toepasselijke nationale wetgeving vastgesteld in overeenstemming met het recht van de Unie, door voor zowel aanbieders als eindgebruikers van elektronische communicatie specifieke rechten en plichten in te voeren, door in de bestaande richtlijnen en in Verordening (EU) nr. 531/2012 de nodige wijzigingen aan te brengen, om een grotere convergentie te verzekeren, alsmede door middel van een aantal inhoudelijke wijzigingen die aan een meer concurrerende interne markt beantwoorden.
(7) This Regulation should therefore complement the existing Union regulatory framework (Directive 2002/19/EC of the European Parliament and of the Council[14], Directive 2002/20/EC of the European Parliament and of the Council[15], Directive 2002/21/EC of the European Parliament and of the Council[16], Directive 2002/22/EC of the European Parliament and of the Council[17], Directive 2002/58/EC of the European Parliament and of the Council[18], Commission Directive 2002/77/EC[19], as well as Regulation (EC) No 1211/2009 of the European Parliament and of the Council[20], Regulation (EU) No 531/2012 of the European Parliament and of the Council[21] and Decision No 243/2012/EU of the European Parliament[22]) and the applicable national legislations adopted in conformity with Union law, by establishing specific rights and obligations for both electronic communications providers and end-users, by making consequential amendments to the existing Directives and to Regulation (EU) No 531/2012 in order to secure greater convergence as well as some substantive changes consistent with a more competitive Single Market.

5. 5. Synergies, consistency and complementarity shall be sought with other relevant financial instruments of the Union, such as the Union Civil Protection Mechanism, established by Decision No 1313/2013/EU of the European Parliament and of the Council , Horizon 2020, established by Regulation (EU) No 1291/2013 of the European Parliament and of the Council , the third multiannual programme of Union action in the field of health, established by Regulation (EU) No 282/2014 of the European Parliament and of the Council , the European Union Solidarity Fund and the external aid instruments, namely the Instrument for Pre-accession Assistance (IPA II) established by Regulation (EU) No 231/2014 of the European Parliament and of the Council , the European Neighbourhood Instrument established by Regulation (EU) No 232/2014 of the European Parliament and of the Council , the Development Cooperation Instrument established by Regulation (EU) No 233/2014 of the European Parliament and of the Council , the Partnership Instrument for cooperation with third countries established by Regulation (EU) No 234/2014 of the European Parliament and of the Council , the European Instrument for Democracy and Human Rights established by Regulation (EU) No 235/2014 of the European Parliament and of the Council and the Instrument contributing to Stability and Peace established by Regulation (EU) No 230/2014 of the European Parliament and of the Council .

3. 3. Assistance under the policy areas referred to in points (b) to (e) of paragraph 1 may include financing of the type of actions provided for under Regulation (EU) No 1301/2013 of the European Parliament and of the Council (11), Regulation (EU) No 1300/2013 of the European Parliament and of the Council (12), Regulation (EU) No 1304/2013 of the European Parliament and of the Council (13), Regulation (EU) No 1299/2013 of the European Parliament and of the Council (14) and Regulation (EU) No 1305/2013 of the European Parliament and of the Council (15).

overwegende dat overeenkomstig artikel 57, lid 2, van de Oostenrijkse grondwet leden van het Oostenrijkse parlement – behalve in geval van ontdekking op heterdaad – slechts met toestemming van het Oostenrijkse parlement op grond van een strafbaar feit kunnen worden gearresteerd en dat ook voor huiszoeking bij leden van het Oostenrijkse parlement voorafgaande toestemming van het parlement vereist is; overwegende dat artikel 57, lid 3, van het Oostenrijkse wetboek van strafrecht bepaalt dat leden van het Oostenrijkse parlement slechts zonder toestemming van het Oostenrijkse parlement vervolgd kunnen worden als de strafbare handeling die de aanleiding vormt tot vervolging geen verband houdt met de politieke activiteiten van het betrokken lid en dat de autoriteiten op grond van deze bepaling verder gehouden zijn het parlement te raadplegen over de vraag of er een dergelijk verband bestaat als het betrokken parlementslid of een derde van de leden van de ter zake bevoegde parlementaire commissie daarom vraagt;
whereas, under Article 57(2) of the Austrian Federal Constitutional Law, Members of the National Council (Nationalrat) may only be arrested on the grounds of a criminal offence with the consent of the National Council – except where they are caught in the act of committing a crime – and searches of the houses of members of the National Council likewise requires the consent of the National Council; whereas further to Article 57(3) of the Austrian Federal Constitutional Law, no official action on account of a punishable offence may be taken against members of the National Council without the National Council’s consent unless that offence is manifestly not connected with the political activity of the member in question and, under this provision, the authority concerned must seek a decision from the National Council as to whether such a connection exists, where this is so requested by the member in question or one third of the members of the appropriate standing committee;
