De Commissie dient uiterlijk op 31 december 2016 bij het Europees Parlement en de Raad een verslag in, met een beoordeling van de beschikbaarheid uiterlijk in 2020 van de benodigde hoeveelheden kostenefficiënte biobrandstoffen op de markt van de Unie die afkomstig zijn van grondstoffen waarvoor geen land wordt gebruikt en van gewassen die geen voedselgewassen zijn, alsook van de gevolgen ervan voor milieu, maatschappij en economie, waarbij tevens wordt nagegaan of moet worden voorzien in aanvullende criteria om de duurzaamheid ervan te waarborgen, en met een evaluatie van de beste beschikbare wetenschappelijke gegevens over broeikasgasemissies gerelateerd aan indirecte verandering in het landgebruik ten gevolge van de productie van biobrandstoffen en vloeibare biomassa.
1. The Commission shall at the latest by 31 December 2016, submit a report to the European Parliament and to the Council including an assessment of the availability of the necessary quantities of cost-efficient biofuels on the Union market from non-land using feedstocks and non-food crops by 2020 and of their environmental, economic and social impacts, including the need for additional criteria to ensure their sustainability, and of the best available scientific evidence on indirect land-use change greenhouse gas emissions associated with the production of biofuels and bioliquids.

Met dit verslag wordt gevolg gegeven aan het vereiste dat de Commissie, op grond van artikel 23, lid 1, van de richtlijn een rapport indient bij het Europees Parlement en de Raad waarin wordt beoordeeld in hoeverre de lidstaten de nodige maatregelen hebben genomen om aan deze richtlijn te voldoen en waarin tevens de op grond van artikel 18, lid 4, genomen maatregelen worden beschreven.

Voorts verzoekt het Parlement de Commissie om de instelling van één Europees noodnummer, dat samen met artikel 20 van het EG-Verdrag in het paspoort van de burgers van de Unie wordt afgedrukt en waarmee elke burger van de Unie in verbinding kan worden gebracht met een inlichtingenbureau waar hij alle nodige informatie kan ontvangen ingeval hij in een kritieke situatie komt te verkeren waarin hij consulaire bescherming moet inroepen, en dan met name de bijgewerkte lijst met gegevens van de ambassades en consulaten van de lidstaten waartoe hij zich mag richten; voor dit alarmnummer zou in Brussel een centrale kunnen worden ingericht. Het Parlement verzoekt de Commissie tevens om haar na ratificatie van het Verdrag van Lissabon een voorstel tot wijziging van Besluit 95/553/EG voor te leggen, teneinde daarin uitdrukkelijk op te nemen: de diplomatieke bescherming; de identificatie en repatriëring van stoffelijke resten; een vereenvoudiging van de procedures voor financiële voorschotten.
In this Resolution, the Parliament, amongst others, "suggests that the Commission should propose without delay to the Council (over and above the requirement for it to report every three years on Union citizenship pursuant to Article 22 of the EC Treaty) that common concepts and binding guidelines enabling common standards to be established in the field of consular protection be adopted; calls on the Commission to intensify its communication and information efforts, in particular by establishing a single European emergency telephone number for inclusion in the passports of Union citizens together with the text of Article 20 of the EC Treaty, enabling any Union citizen to be connected to a call centre which will provide him with comprehensive information in the event of a critical situation triggering the consular protection process in particular an up-to-date list of contact details for the Member States' embassies and consulates to which he is entitled to apply; the number could be administered on a central basis in Brussels; calls on the Commission to submit to it, once the Lisbon Treaty has been ratified, a proposal for amending Decision 95/553/EC, so that it expressly includes: diplomatic protection; the identification and repatriation of mortal remains; simplification of the procedures for advancing money".

Overeenkomstig artikel 5 van het Verdrag wordt in het verslag tevens alle onderzoek en technologische ontwikkeling op het gebied van het beheer van radioactief afval beschreven dat door de lidstaat wordt uitgevoerd of is gepland, met inbegrip van gegevens over kosten, financieringsbronnen, verwachte looptijd en datum van voltooiing.

Pursuant to Article 5 of the Treaty, the report shall also describe all research and technological development in the field of radioactive waste management that is being carried out or is planned within the Member State, including information regarding costs, sources of financing and expected duration and dates of completion.
