Finally, I should like to reiterate our desire, with Mr Billström, to engage with Libya, on the one hand, and with Turkey, on the other, in a real dialogue that will allow us to get to the bottom of matters, to be able to cooperate on border control in order to prevent illegal migration, but also to see how, with the support of the High Commissioner for Refugees, we can try to initiate procedures in these Mediterranean countries that will mean that genuine asylum seekers do not have to resort to smugglers or traffickers in order to reach European shores and will see their asylum applications processed in those countries.

Tot slot wil ik nogmaals benadrukken dat ik liever via onderhandelingen tot een oplossing kom – en wel snel; dit hoeft geen maanden te duren als onze Chinese partners daadwerkelijk tot een oplossing door middel van prijsverbintenissen willen komen.
Let me end by once again stressing that I would prefer a negotiated solution and quickly – there is no reason for this to last months if there is a sincere desire by our Chinese partners to seek a solution through 'price-undertakings'.

We should not reverse the priorities but rather increase the consistency and the effectiveness of Community policies before we aim for new EU enlargements. Lastly, I am still opposed to Turkey’s accession to the European Union and I continue to hope for a privileged partnership with that country within the Union for the Mediterranean.
