19. onderstreept opnieuw de noodzaak van plaatselijke verantwoordelijkheid voor en zeggenschap over het verzoeningsproces, en veroordeelt tegelijkertijd de nationalistische retoriek aan beide zijden; is van mening dat de Kosovaarse autoriteiten verdere kordate maatregelen moeten nemen om vertrouwen te kweken tussen de Kosovaarse Serviërs en Albanezen, vooral in het noorden, en de helpende hand te bieden aan de Servische en andere minderheden om te zorgen voor hun algehele integratie in de samenleving; pleit er tevens voor om het grondwettelijk beginsel dat Kosovaarse Serviërs het recht geeft op toegang tot alle officiële diensten in hun eigen taal volledig ten uitvoer te leggen; onderstreept tegelijkertijd het belang van volledig tweetalig onderwijs; spoort alle Kosovaarse Serviërs en hun politieke vertegenwoordigers aan alle mogelijkheden die hun geboden worden in de Kosovaarse grondwet te benutten om een constructieve rol op zich te nemen in de politiek en de samenleving en op die manier, door zich samen met de Kosovaarse Albanezen actief in te zetten binnen de Kosovaarse instellingen, de gezamenlijke verantwoordelijkheid te dragen voor sociale ontwikkeling en de opbouw van instellingen en er vooral op gebrand te zijn om vrouwen te betrekken bij dit proces; is ingenomen met de vooruitgang die is geboekt bij de organisatie van het gemeentelijk bestuur;

Stresses again the need for local responsibility for and ownership of the reconciliation process and, at the same time, condemns nationalistic rhetoric on both sides; believes that the Kosovan authorities should take further decisive steps to build confidence between Kosovan Serbs and Albanians particularly in the north and to reach out to the Serbian and other minorities with a view to ensuring broad integration within society; calls also for the constitutional principle granting Kosovan Serbs the right to access all official services in their own language to be fully implemented; stresses, at the same time, the importance of fully bilingual education; encourages all Kosovan Serbs and their political representatives to use all the possibilities afforded to them by the Kosovan Constitution to play a constructive role in politics and society and thus, by active participation within Kosovan institutions together with Kosovan Albanians, to share responsibility for social development and institution-building and to take special care to involve women in this process; welcomes the progress made as regards the organisation of municipal administrations;

The Sport Forum also showcases EU-funded projects implemented during the past two years, aimed at supporting the fight against violence and intolerance in sport, social inclusion of immigrants, the promotion of good governance in sport, the fight against match-fixing, the promotion of physical activity supporting active ageing, awareness-raising about effective ways of promoting sport at municipal level and trans-frontier joint grassroots sport competitions in neighbouring regions and Member States.
