Reiterates its call on the Commission to strengthen Single Market governance by establishing, as a specific pillar of the European Semester, an annual Single Market governance cycle that includes the Internal Market Scoreboard, an annual report on the integration of the Single Market as part of the Annual Growth Survey, European Council guidance to Member States, national action plans aimed at implementing the Single Market guidelines, and dedicated country-specific recommendations; calls on the Commission, furthermore, to take full account of the key growth areas – identified as the services sector, the energy sector, the transport sector and the digital single market – and of the measures included in the Single Market Acts I and II;

37. legt de nadruk op de centrale rol van een goede budgettaire governance, gebaseerd op een stelsel van regels en procedures gericht op het bepalen van de samenstelling, de uitvoering en de controle van de overheidsbegroting op middellange termijn waarin wordt toegezien op zowel de financiële consolidatie van de EU-lidstaten als op een herwaardering van overheidsuitgaven in combinatie met een analyse van de context (communautair, nationaal en lokaal) en in combinatie met een definitie van doelstellingen waaronder een effectbeoordeling, voorafgaand en aan het eind, en de controle en beoordeling van het resultaat, de prestaties en de correctiemechanismen volgens het PBB-model; is van mening dat stappen moeten worden ondernomen om ervoor te zorgen dat de regels van de lidstaten op het gebied van fiscale governance homogeen zijn en aangepast aan de context, zowel wat de timing als wat de doelstellingen ervan betreft, in het bijzonder in de eurozone; is ook van mening dat deze regels op het gebied van fiscale governance gekoppeld moeten zijn aan economische governance, met het oog op de bevordering van gemeenschappelijke keuzen op het gebied van begroting, economie en investering, gericht op dezelfde doelstellingen, om doelmatiger te zijn en een multiplicatoreffect te creëren, en op het halen van significante resultaten, te meer noodzakelijk in economisch moeilijke fasen als die van het moment; is van oordeel dat ongecoördineerde nationale maatregelen voor heropleving van de economie gevaar lopen tegen elkaar in te werken; meent daarom dat de nationale begrotingen moeten worden opgesteld aan de hand van gemeenschappelijke economische vooruitzichten en analyses;

Emphasises the central role of sound budgetary management, based on a set of rules and procedures aimed at determining how public budgets are to be prepared, implemented and monitored in the medium term, taking account of the Member States' budgetary consolidation and the reorganisation of public expenditure, to be accompanied by a context analysis method (at Community, national and local level) and the definition of objectives, including prior and subsequent impact assessment, verification and evaluation of results and performances, and adjustment mechanisms by PBB; considers that steps should be taken to ensure that Member States' fiscal governance rules are homogeneous and context-driven in as regards both their timing and their objectives, in particular within the euro area; considers also that those fiscal governance rules should be linked to economic governance, with a view to promoting shared budgetary economic and investment options, being geared to the same goals in order to be more effective and have a multiplier effect, and achieving significant results, which are all the more necessary in difficult economic circumstances such as those currently being experienced; takes the view that there is a danger that uncoordinated national economic revival plans may cancel each other out; notes with this in mind that national budgets must be drawn up on the basis of joint economic perspectives and analyses;

There has already been some progress on another important aspect of internet governance prior to the Athens meeting of the Internet Governance Forum: On 30 September 2006, the existing Memorandum of Understanding between the US Department of Commerce and the Internet Corporation for Assigned Names and Numbers” was replaced by lighter 'governance' arrangements, which should end completely by 2009.
