In this regard, it is necessary to continue fostering our efforts, both at EU and national level, towards the full use of existing instruments and future measures in the areas of pensions policy, health and long-term care policy, employment policy, migration and integration policy and infrastructure development.
In dieser Hinsicht ist es notwendig, unsere Anstrengungen sowohl auf EU-Ebene als auch auf nationaler Ebene in Richtung des vollen Einsatzes bestehender Instrumente und künftiger Maßnahmen in den Bereichen Rentenpolitik, Langzeitpflegepolitik, Migrations- und Integrationspolitik sowie Ausbau der Infrastruktur zu verstärken.

In view of this assessment and taking into account the policy invitations addressed to Romania to correct the excessive deficit under Article 104(7) of the Treaty (see below), as well as to ensure sustainable convergence, Romania is invited to: (i) ensure the correction of the excessive deficit by 2011; to this effect, implement the fiscal measures as planned in the February 2009 budget and the April 2009 amended budget, especially in the area of public sector wages and pension reform; take further corrective action if needed to achieve the 2009 deficit target in order to ensure compliance with the commitments undertaken under the balance of payments programme; and specify measures to buttress the envisaged reduction of the deficit in 2010 and 2011, in particular those underpinning the planned reduction of the public wage bill; (ii) undertake concrete steps towards the envisaged strengthening of fiscal governance and transparency, in particular by setting up a binding medium-term budgetary framework, establishing an independent fiscal council, introducing limits on budgetary revisions during the year and laying-out fiscal rules as well as restructuring the public compensation system, including pay and bonuses; (iii) accelerate the reform of pension (in particular with respect to the indexation of pensions and the retirement age) and health care systems to curb the substantial increase in age-related expenditures and reduce the risks to the sustainability of public finances; and (iv) strengthen the supply side of the economy by making tangible progress with the implementation of the structural reforms, notably by enhancing the efficiency and effectiveness of public administration, improving the business environment, tackling undeclared work and by increasing the absorption and improving the use of EU funds.
ii) konkrete Schritte zur geplanten Verbesserung der Haushaltsführung und der Transparenz zu unternehmen, insbesondere durch Aufstellung eines verbindlichen mittelfristigen Haushaltsrahmens, Einsetzung eines unabhängigen Finanzrats, Einführung von Beschränkungen für Haushaltsänderungen im Laufe des Jahres und Aufstellung von finanzpolitischen Vorschriften sowie Neustrukturierung des Vergütungssystems im öffentlichen Sektor einschließlich Bezahlung und Vergünstigungen; im Bereich der Steuerverwaltung die Effizienz der Steuererhebung durch Reform der Steuerverwaltung und Verbreiterung der Steuerbemessungsgrundlage zu verbessern; iii) die Reform des Rentensystems (insbesondere der Rentenindexierung und des Renteneintrittsalters) voranzutreiben, um den erheblichen Anstieg der alterungsbedingten Ausgaben einzudämmen und die Risiken für die langfristige Tragfähigkeit der öffentlichen Finanzen zu verringern, und die Wirksamkeit und Effizienz der Gesundheitsausgaben zu verbessern; und iv) die Angebotsseite der Wirtschaft zu stärken, indem spürbare Fortschritte bei der Umsetzung der Strukturreformen erzielt werden, namentlich durch Steigerung von Effizienz und Wirksamkeit der öffentlichen Verwaltung, Verbesserung der Rahmenbedingungen für Unternehmen, Bekämpfung der Schwarzarbeit sowie bessere Inanspruchnahme und Verwendung von EU-Mitteln.

De Raad is nog niet begonnen aan het debat over de mededeling van de Commissie over duurzaam vervoer (“Keep Europe moving - Sustainable mobility for our continent - Mid-term review of the European Commission's 2001 Transport White Paper”) en kan daarom geen commentaar geven op de voorstellen die daarin voorkomen.
Der Rat hat die Aussprache über die Mitteilung der Kommission über nachhaltigen Verkehr („Für ein mobiles Europa – Nachhaltige Mobilität für unseren Kontinent – Halbzeitbilanz zum Verkehrsweißbuch der Europäischen Kommission von 2001“) noch nicht begonnen und kann aus diesem Grund zu den darin verankerten Vorschlägen nicht Stellung nehmen.
