The amendment adapts the Rules of Procedure to the Interinstitutional Agreement between the European Parliament and the Commission on procedures for implementing Council Decision 1999/468 EC laying down the procedures for the exercise of implementing powers conferred on the Commission, namely its paragraph 16. , where for the Regulatory procedure with scrutiny it is foreseen that the time-limit for scrutiny by the two branches of the legislature exceptionally starts to run when Parliament receives the final draft implementing measures in the language versions submitted to the members of the comitology- committee and not in all official languages.

17. is tevreden met de toezegging van de VN-vertegenwoordiger voor Irak om de realtime-informatie aan de Commissie te verbeteren en is van mening dat de 13 maanden grondig onderzoek naar het gebruik van EU-middelen via internationale trustfondsen heeft bijgedragen tot een beter bewustzijn van het feit dat aansprakelijkheid voor het gebruik van het geld van de Europese belastingbetalers nodig is; verzoekt de Commissie nauw met het Parlement samen te werken met betrekking tot de herziening van de financiële en administratieve kaderovereenkomst tussen de Europese Gemeenschap en de Verenigde Naties (Financial and Administrative Framework Agreement between the European Community and the United Nations, FAFA);
