The Commission suggests that during the year 2001 Member States and the Commission should together define what work should be undertaken in each of the areas concerned - which are suitable for peer review or the exchange of good practice, where progress should be compared against which benchmarks, which areas need indicators, where new indicators should be defined, the way in which Member States will take a view about developments likely to be positive in the future.
