Monsieur le Président, la ministre pourrait-elle nous dire si, d'après le gouvernement, les deux tâches suivantes relèvent de la responsabilité du gouvernement fédéral: premièrement, voir à ce que l'approvisionnement en médicaments soit adéquat partout au pays et, deuxièmement, puisque le régime à participation volontaire est un échec flagrant, fournir un cadre réglementaire afin que quelqu'un soit responsable de l'approvisionnement en médicaments?
Mr. Speaker, could the minister tell us in the government's view, is it or is it not the responsibility of the federal government to do two things: one, to ensure there is an adequate supply of necessary drugs across the country; and two, if the voluntary system is so patently not working, to provide a regulatory framework to ensure there is accountability for the supply of drugs?
