The investigation will look into (i) the injection of new capital totalling euro 8.6 million (BEF 350 million) made in 1997 and approved by the Commission on 16 September 1998 and (ii) additional assistance not notified to the Commission when it took its decision and which the Walloon authorities had granted in 1997 too in the form of two loans totalling euro 12.4 million (BEF 500 million) for the Heye-Glas group with a view to financing its contribution to Verlipack's capital.

Several measures were notified to the Commission in June 1996: - a capital injection of BFR 1.5 billion by Société Wallonne de la Sidérurgie (SWS), a company which is wholly owned by the Region of Wallonia; - the granting of bridging loans (so far amounting to BFR 700 million), which were intended as advances against the increase in capital; - the waiver of claims in respect of loans granted by SWS and its subsidiary SA Forges Finances, totalling BFR 802 309 274; - the provision of guarantees in respect of new or rescheduled loans made to the company by financial institutions such as Belfin and the SNCI.
