43. estime que lorsque la Russie deviendra une véritable démocratie – si cela se produit – la coopération entre ce pays et l'UE pourrait s'approfondir pour atteindre des niveaux inégalés; invite donc la Russie à se transformer en une véritable démocratie respectueuse de l'état de droit et à rompre avec toute pratique de recours à la violence pour atteindre ses objectifs politiques; fait observer que les accords bilatéraux de sécurité récemment proposés par la Russie affaibliraient sérieusement l'intégrité de l'architecture de sécurité de l'UE et jetteraient aussi une ombre sur les relations UE–États-Unis;
43. Is of the view that, if and when Russia becomes a genuine democracy, the depth of cooperation between it and the EU could reach unprecedented levels; therefore invites Russia to transform itself into a true democracy exercising the rule of law, and to root out all practices involving the use of violence as a means of furthering political goals; notes that the bilateral security agreements recently proposed by Russia would severely weaken the integrity of the security architecture of the EU and would also drive a wedge into the relationship between the EU and the US;
