À l'issue de cette période, le secteur concerné et l'UE s'efforceront d'établir un véritable marché intérieur des services de téléphonie mobile, laissant au consommateur le libre choix d'un contrat d'abonnement avec tout opérateur de l'UE, sans être tenu de vivre dans l'État membre dudit opérateur.
After this period the industry and the EU should strive to establish a real Internal Market for mobile telephone services, providing a free choice for consumers to avail themselves of a telephone contract with any operator in the EU, without the obligation to live in the member state of that operator.
