High-performing trans-European networks are an essential catalyst for the sustainable mobility of goods, citizens and energy in an enlarged EU.

En premier lieu, un large accord s'est dégagé sur la nécessité de mettre en place un dispositif équitable pour les régions des États membres actuels éligibles aujourd'hui à l'objectif 1 et qui, bien qu'elles n'aient pas achevé le processus de convergence économique, pourraient perdre leur éligibilité du seul fait de la baisse de la moyenne du PIB par habitant dans l'Union élargie ("effet statistique").
First, there was broad agreement on the need to put in place fair arrangements for the regions of the existing Member States, now eligible under Objective 1 and which, while not having completed the process of economic convergence, could become ineligible simply as a result of the decline in average per capita GDP in the enlarged Union (the statistical impact).

Expects from the Member States as well as the 10 candidate countries the necessary flexibility, in particular in the area of agriculture; considers that, in view of the substantial structural differences not only between the candidate countries and the Member States, but also between the candidate countries, support for farms and the rural infrastructure must be further simplified as a matter of urgency; expects all the candidate countries to be involved as soon as possible, on a consultative basis, in the process of reforming the common agricultural policy, so as to create the preconditions for speedy integration into an enlarged Union, although agricultural reforms should not constitute an obstacle to the conclusion of the current enlargement negotiations, any more than, conversely, enlargement should hinder agricultural reforms; emphasises the principle of solidarity between EU Members, meaning, also, that the financial impact of enlargement has to be distributed in an equitable way between the current Member States;

An enlarged Union of 25 countries, with a combined population of more than 450 million and GDP of almost EUR10000 billion, will fundamentally increase the political, geographic and economic weight of the EU on the European continent.

Trois groupes d'États se distinguent toujours dans l'hypothèse d'une Union élargie à 27 Membres: A) 9 pays candidats dont le niveau de vie atteint 41 % de la moyenne communautaire; B) 3 pays candidats (Chypre, la Slovaquie et la République tchèque) et trois pays de la cohésion (Espagne, Grèce, Portugal) dont le PIB est à 87 % de cette moyenne; C) les autres États membres actuels situés bien au-dessus de cette future moyenne.
"In a Union of 27 Member States there would be three groups of countries": A) nine applicant countries with a standard of living 41 % of the Community average; B) three applicant countries (Cyprus, Slovakia and the Czech Republic) and three cohesion countries (Spain, Greece and Portugal) with a GDP of 87 % of the Community average; C) the other current Member States, who would be well above that future average.
