Takes the view, however, that a tariff-only free trade agreement would not be ambitious enough given that the largest economic gains are to be had in reducing the level of non-tariff barriers; supports the goal proposed by the HLWG of eliminating all duties on bilateral trade, with the objective of achieving a substantial elimination of tariffs upon entry into force of the agreement and a phasing out of all but the most sensitive tariffs in short time-frame, which could deliver significant gains, considering that EU-US bilateral trade to a large extent consists of intra-firm trade, and enhance the global competitiveness of the EU and US companies on the world stage;

4. se déclare une nouvelle fois favorable à ce que la Russie adhère à l'Organisation mondiale du commerce, afin de l'aider à attirer davantage d'investissements étrangers et à diversifier son économie; se demande cependant si la décision prise récemment par la Russie de former une union douanière avec le Kazakhstan et le Belarus pourrait ralentir le processus et invite le Conseil et la Commission à préciser si cette nouvelle union douanière est conforme aux obligations qui incombent à la Russie afin de respecter les critères d'adhésion à l'OMC;
4. Reiterates its support for the objective of Russia's accession to the WTO in order to help Russia to attract more foreign investment and diversify its economy; questions, however, whether the recent Russian decision to form a customs union with Kazakhstan and Belarus could cause delay in the process and asks the Council and the Commission to clarify whether this new customs union is in line with Russia's obligations to meet WTO membership criteria;
