In his opening speech, setting out the priorities of the Dutch Presidency speech, Mr Nicolaï confirmed the importance of establishing a solid financial basis for the future financing of the EU and ensuring that the Lisbon Strategy was effectively implemented.

M. Nicolaï, qui avait exposé les priorités politiques de la présidence néerlandaise dans son discours d'ouverture, répondait aux arguments avancés au cours des débats par l'actuelle présidente du Groupe communication du CESE, Mme Jillian van Turnhout (Groupe III, activités diverses) et rappelés ensuite par le président du CESE, M. Roger Briesch, selon lesquels le CESE, en tant que passerelle entre l'Europe et la société civile organisée, pouvait et devait jouer un rôle important d'information du citoyen européen sur le projet de traité constitutionnel.
Minister Nicolaï, who had outlined the NL Presidency’s policy priorities in a keynote address, was responding to arguments advanced during the debate by the current EESC's Communication Group President, Jillian van Turnhout (Group III, Various interests, Ireland) and confirmed by the EESC's President Roger Briesch, that the EESC, as bridge between Europe and organised civil society, could and should play an important role in informing the European citizen about the draft constitutional treaty.

Taking the floor in the debate that followed the speech of the Dutch Minister Mr Atzo Nicolaï, at the EESC plenary session on 16 September, Group II President Mr Mario Sepi expressed his “ trade unionist » solidarity with the Dutch confederations FNV, CNV et MHP whose representatives within the Employees group of the EESC had decided not to attend the plenary to protest against the anti-social policies of the Netherlands government, that is presently assuring the EU Presidency.
