Nous devrions également essayer - et c’est là ma suggestion - d’organiser des réunions du Conseil présentant trois modalités différentes au moins : un Conseil européen destiné à prendre des décisions bien préparées, avec un agenda clair et au sein duquel les décisions pourraient même à l’avenir être prises, selon moi, à la majorité qualifiée ; un deuxième Conseil qui aurait un caractère plutôt monographique, c’est-à-dire que les chefs d’État se concentreraient sur une partie ou sur un élément de la grande vie politique qu’est l’Europe et au cours duquel ils essayeraient non seulement de donner des instructions mais aussi, si possible, des solutions pratiques qui pourraient aider au bon fonctionnement de l'Union européenne ; et en troisième lieu, organiser quelques réunions du Conseil européen à caractère plutôt informel au cours desquelles les dirigeants de l'Union européenne pourraient s’asseoir autour du feu - même si une immense table a remplacé à présent la cheminée - et discuter des thèmes importants du point de vue de l’actualité ainsi que de l’avenir proche et lointain de l'Union européenne.
We should also try – and this is my suggestion – to hold European Councils of at least three different types: a European Council intended to take well-prepared decisions, with a clear agenda in which decisions could be taken, in my opinion, also by a qualified majority in the future; a second Council which would be of a more monographic nature, that is to say that the Heads of Government would concentrate on one part or element of Europe’s great political life and in which they do not only try to give instructions but also, if possible, offer practical solutions which could aid the functioning of the European Union; and thirdly, European Councils of a more informal nature, in which the European Union leaders could sit around the fireplace – although it would be a huge table rather than a fireplace – and discuss issues which are of importance in terms of the present, the near future and the long-term future of the European Union.
