TRADUCTIONS EN CONTEXTE

L’amalgame proposé par les autorités françaises entre ces différents rôles ne peut être suivi et il convient de maintenir une distinction entre d’une part, l’État octroyant une aide à France Télécom en prenant à sa charge le paiement des retraites des fonctionnaires, afin de développer un processus de concurrence fondé sur les mérites, d’autre part, l’État actionnaire de France Télécom et, enfin, l’État puissance publique exerçant son pouvoir fiscal.
The combination of these different roles proposed by the French authorities cannot be accepted and a distinction should be maintained between on the one hand the State granting aid to France Télécom by financing the payment of the retirement pensions of the civil servants, in order to develop a merit-based competition process, and on the other hand, the State as shareholder of France Télécom and, ultimately, the State as a public authority exercising its power to raise taxes.

Enfin, France Télécom estime que, puisque sans la réforme de 1996, elle aurait subi un handicap concurrentiel significatif sur des marchés dont la libéralisation était un objectif de l’Union et que les autorités françaises se sont désormais pleinement conformées à la décision concernant l’application de la taxe professionnelle à France Télécom (41), la mesure n’entraîne pas d’effets négatifs sur la concurrence.

Enfin, je voudrais souligner que nous avons eu un très bon premier semestre, qui a vu se résoudre quelques différends commerciaux importants entre l’Union européenne et les États-Unis concernant les sociétés de vente, Byrd, les sanctions des télécoms - j’espère que nous pourrons continuer sur cette lancée dans d’autres domaines.
