Mr. Yves Rocheleau (Trois-Rivières, BQ): Mr. Speaker, in the written speech that he was supposed to deliver to the Canada-Israel Committee, the Minister of Foreign Affairs wrote, and I quote, “incursions into refugee camps only seem to exacerbate the situation and continuing settlement activity undermines Palestinian hopes, prejudicing the prospects for a fair-minded peace”.

Je voudrais vous rappeler le contexte que beaucoup d'autres collègues ont déjà parfaitement délimité : d'un côté, trois résolutions des Nations unies qui concernent les territoires et les réfugiés, ignorées d'Israël aussi sur le plan de la simple affirmation des principes qui y sont contenus ; de l'autre, un état de siège permanent dans les territoires palestiniens : cent vingt mille travailleurs forcés de ne pas travailler, trois milliards de dollars de dommages déjà subis, les salaires payés aux fonctionnaires et administrateurs grâce à l'intervention rapide en argent comptant de l'Union européenne, la moitié des civils tués qui ont moins de 18 ans.
I would remind you of the context which a number of other Members have already illustrated clearly: on the one hand, three United Nations resolutions on territories and displaced persons, disregarded by Israel even in terms of the affirmation of the principles they contain; and, on the other hand, a permanent state of emergency in the Palestinian territories: 120 thousand workers prevented from working, three billion dollars worth of damage already done, salaries only paid to government officials and administrators thanks to the intervention of European Union ready cash, half the civilian population under 18 years old killed.
