Having regard to the Internal Agreement between the Representatives of the Governments of the Member States, meeting within the Council, on the financing of Community aid under the multiannual financial framework for the period 2008 to 2013 in accordance with the ACP-EC Partnership Agreement and on the allocation of financial assistance for the Overseas Countries and Territories to which Part Four of the EC Treaty applies (3) (the ‘Internal Agreement’) setting up, amongst others, the 10th European Development Fund (10th EDF), and in particular Article 11(8) thereof,

ayant examiné le compte de gestion et le bilan afférents aux opérations du dixième FED, arrêtés au 31 décembre 2014, ainsi que le rapport annuel de la Cour des comptes sur les activités relevant des huitième, neuvième, dixième et onzième Fonds européens de développement (FED) relatif à l'exercice 2014, accompagné des réponses de la Commission (5) figurant dans ledit rapport annuel,
Having examined the revenue and expenditure account and the balance sheet relating to the operations of the 10th EDF as at 31 December 2014 and the Annual Report of the Court of Auditors on the activities funded by the eighth, ninth, 10th and 11th European Development Funds (EDFs) concerning the financial year 2014, together with the Commission's replies contained in that Annual Report (5),

En vertu de l'article 11, paragraphe 8, de l'accord interne, la décharge de la gestion financière du dixième FED doit être donnée à la Commission par le Parlement européen sur recommandation du Conseil.
Pursuant to Article 11(8) of the Internal Agreement, the discharge for the financial management of the 10th EDF is to be given to the Commission by the European Parliament on the recommendation of the Council.

RECOMMANDE au Parlement européen de donner décharge à la Commission de l'exécution des opérations du dixième FED pour l'exercice 2014.
HEREBY RECOMMENDS that the European Parliament give the Commission a discharge in respect of the implementation of the operations of the 10th EDF for the financial year 2014.

D. considérant que le montant total de l'aide transitant par le FED connaît une croissance considérable, puisque le montant de l'aide de l'Union au titre du dixième FED pour la période 2008-2013 a été fixé à 22 682 000 000 EUR, soit une augmentation nominale de 37 % par an par rapport au neuvième FED, alors que les dépenses du FED ont doublé entre 2000 et 2010 et que le problème de la capacité d'absorption persiste;
D. whereas the total amount of aid channelled through the EDF is undergoing a considerable increase as the amount of Union aid under the Tenth EDF for the period 2008 to 2013 has been set at EUR 22 682 000 000 which represents a 37 % nominal increase per year compared with the financial allocations under the Ninth EDF, and while the EDF disbursements have doubled from 2000 to 2010, the problem of absorption capacity persists,

C. considérant que le montant total de l'aide transitant par le FED croîtra considérablement dans les prochaines années, puisque le montant de l'aide de l'Union au titre du dixième FED pour la période 2008-2013 a été fixé à 22 682 000 000 EUR, soit une augmentation de 64 % par rapport au neuvième FED; considérant qu'il faut prendre conscience du problème menaçant de la capacité d'absorption, qui nécessite une connaissance approfondie des dépenses appropriées;
C. whereas the total amount of aid channelled through the EDF will increase considerably over the coming years because the amount of Union aid under the Tenth EDF for the period 2008 to 2013 has been set at EUR 22 682 000 000 which represents a 64 % increase compared with the financial allocations under the Ninth EDF; whereas there is a need for awareness of the looming problem of absorption capacity which requires full knowledge of appropriate expenditure,

35. soutient l'intention exprimée par la Commission de recruter des agents extérieurs supplémentaires afin de renforcer les effectifs au siège et dans les délégations pour le dispositif de gestion et de contrôle du FED; trouve qu'un tel renforcement des effectifs serait d'autant plus nécessaire que les engagements au titre du dixième FED augmentent d'une manière substantielle;
35. Supports the intention expressed by the Commission to recruit additional external staff to increase numbers at headquarters and in the delegations for the management and control of the EDF; considers such an increase in staff to be all the more necessary because of the substantial increase in commitments under the Tenth EDF;
